Who is the best person to use to replace, install and ?

anchor properly a dyer vent. I want this service to include replacing the cover on the terminator of the vent also. I've searched online and keep coming up with Chimney Sweepers who will inspect and clean but they say nothing about replacing and installing. This has been here since the house was purchased 30 years ago. Any direction will do. No man to help me. Thanks
