What is the policy of the NFL for these 2 rules?

The 1st one I seen on Madden 09. I wanted to catch a punt that was clearly out of the back of the end zone. I wanted to see if the man could catch it. Well, I muffed the punt and ball fell back in the end zone where the other team recovered it for a touchdown. Is this how it works in the NFL? The second one I seen happen last sunday. On the kickoff, 1 of the guys ran out bounds to try to get to the returner. How long can he run out bounds, before coming back in to make a tackle? Can the guy blocking him, go out of bounds to continue to block him?
